Well, it seems Kineticist class is simply ignored by devs. I tried the other subclass (overwhelming soul) and its core ability that allows to reduce the burn cost of things other than blasts is simply not working at all (just like that - does nothing when used). So more than a half class-specific choices are completely unusable.
