Empowered Monoliths do not have a cap, and the starting Corruption level is 100. Corruption level dictates the difficulty of the enemies within a Timeline and improves the drops. Bosses in these Empowered Monolith Timelines are also harder. The rewards are also better though, as defeating these bosses gives you access to unique loot.
To explain it a little more, empowered basically moves the boss fight to the top of the quest echo list and makes the other two quest echoes optional. That Gaze of Orobyss quest echo is the Emperor of Corpses boss fight, it's just presented a little differently compared to the normal version of the mono. The UI could maybe use a little tweaking ... Depends on build or experience. Level 80 or so can be done. Could be between 75 to 80 with the new way stability works. But yes you would be correct. I get to empowered a quick as possible and farm gear and corruption. Levels will come easily. Yeah, good builds can do content 10-20 levels below the area level. Also in empowered timelines, the chances for rarer nodes like Vessels, unique/set echo rewards, exalted rewards and stability go up immensly, as well as rarity per echo.
