One time you do get it down, spray some silicon spray onto a rag and give the rubbers a wipe and the top of the window, see if that makes a difference.To me the key is the interior lights that no longer work, which I would think is a fuse under the dash as opposed to in the engine compartment. The window power wiring goes from the breaker to the power window relay, which is normally closed whenever the ignition key is at ON, and from there to the switches.
