If your favor is 2.5m - 5m you have a pretty good shot at obtaining it. Otherwise go for belt, its very useful. I would get Windy then if you really want it and you are not close to belt. You can get your favor up extremely quickly with a few good donations, and Spirit Bear also pays for Petal Belt with her last few quests.
