Re-cleaned the bowl and floats and let everything soak in carb cleaner. Re-assembled and adjusted the pilot screw on bottom of carb to almost 2 turns out. Installed an inline fuel filter this time. Started it up and drove it around the block and she runs like a brand new machine.

(Not shown in your diagram because it's covered with a brass plug to prevent tampering.) You'd have to pull the plug to adjust it.
