They are rare on normal. You need to be super efficient and fast to increase the odds. Only 3 are needed for the triumph and most people should hopefully have 3 before resetting Xur's reputation (80-ish Dares). Running Legend Dares increases the chances of lightning rounds considerably. They are much more frequent on Legend.Got an achievement from it, lol. Got 7:17 on legend! Fastest time. I have 9 minutes and 46 seconds. I always thought that was fast, but now that I'm reading some of these comments, it's nothing compared to other people. On legend my squad got 7:50 something.
