The posture damage is reduced (seems about the level of Unsheathe now, which is still very good) and the recovery on the R2 version of the weapon art is longer, but not punishingly so. Moonveil scales with INT, not Arcane... your build will perform better with the RoB although you can always respec. As for the hand, the right handed one will be the one using the ash of war button, unless you two hand the left one.
