If you're strictly F2P: honestly, you can use whatever race you want, but Dragonborn gets +2 STR/CHA which are your primary stats so it's a good option regardless. If this is a first life character, consider starting with an 18 dex so you can afford everything at level 1 still. If you don't have enough racial points, just don't put points in the halfling tree at end game. Still put points in up to level 20 for the extra healing then spec out of it or spend less in vistani at 20.
