My friend who no life's this game still to this day, has not seen a shrouded ghost, he's telling me how rare they are, and that it's an insanely small chance to see it. He gets off to play solo because "it's quicker to do merchant runs" whatever, we get our new crewmate and sail around doing voyages. You should still kill all megs because they drop loot and raise your emissary grade. They usually only take a couple of minutes if you’re hitting your cannons. The shrouded ghost is stupidly rare and you have to kill it if you ever get it. The others are okay to leave but they do drop a bit of loot. Found all the others twice so far, but couldn´t find her. The others don´t seem to be bound to a specific area/biome, I could imagine the Shrouded Ghost to be found in the fog only though. Me and my friend spotted a Megalodon inside of the fog, it made no noise and it wasn't aggressive, hope this helps even a little.
