Jagex isn’t dumb, they’ll censor at least the common variations. For example, if you put .c0m in game it censors it because it knows what you mean. But this is a very appropriate and easy first step, second step is definitely cracking down on punishment which is more difficult but also necessary.

I don't understand why people are giving it so much hate. I've been using it for a while and it just seems easier as I can play by clicking maybe 2-3 times. 318 … The thing I hate most when Jagex updates things is the fact they rarely look at the original and make it new. If you look at legends arts 3rd age melee concept you can see he puts in the effort to modernize it based off the original and he did a damn good job at it too. Snapdragon seeds have crashed ~50% and snapdragons have crashed ~35% in the last year. Profit per snapdragon run is up compared to this time last year thanks to the influx in seeds.
Jagex could probably convince this company, which has $18 billion dollars of assets, to fund them in order to rewrite the game, since Jagex isn't independently funded, and it will pay off for Jagex and the company that owns them very quickly because I think if enough money and passion was invested into Runescape to make it creatively unique like it originally …
